In order to implement the Cleaner Production Promotion Law of the people's Republic of China, guide and promote pulp and paper enterprises to implement cleaner production according to law, improve resource utilization, reduce and avoid the generation of pollutants, protect and improve the environment, and formulate a cleaner production evaluation index system for pulp and paper industry (trial) (hereinafter referred to as "index system")

this index system is used to evaluate the cleaner production level of pulp and paper enterprises, as the main basis for creating cleaner advanced production enterprises, and to provide technical guidance for enterprises to promote cleaner production

according to the scores obtained from the comprehensive evaluation, this index system divides the cleaner production level of enterprises into two levels, namely, "advanced cleaner production enterprises" representing the domestic advanced level and "cleaner production enterprises" representing the domestic general level. With the continuous progress and development of technology, this index system is revised every 3-5 years

this index system is drafted by China Light Industry Cleaner Production Technology Center

the national development and Reform Commission is responsible for interpreting this index system

this index system will be implemented on a trial basis from the date of publication

1. The scope of application of cleaner production evaluation index system in pulp and paper industry

this evaluation index system is applicable to pulp and paper industry, including pulp enterprises such as wood pulp, non wood pulp and waste pulp; Paper making enterprises such as paper, printing and writing paper, household paper, coated paper, packaging paper and paperboard, as well as pulp and paper joint production enterprises

2. Structure of cleaner production evaluation index system in pulp and paper industry

according to the principle requirements of cleaner production and the measurability of indicators, this evaluation index system is divided into quantitative evaluation and qualitative requirements

the quantitative evaluation index selects representative indicators that can reflect the ultimate goal of cleaner production, such as "energy conservation", "consumption reduction", "pollution reduction" and "efficiency increase", and establishes an evaluation model. Through the calculation and scoring of the actual value of each index, the evaluation benchmark value and the weight value of the index, the status of cleaner production and the degree of cleaner production of the enterprise are comprehensively evaluated

qualitative evaluation indicators are mainly selected according to the national industrial development and technological progress policies, resource and environmental protection policies and regulations related to the implementation of cleaner production, as well as the industrial development plan, and are used to qualitatively assess the compliance of enterprises with relevant policies and regulations and the implementation of cleaner production

quantitative indicators and qualitative indicators are divided into primary indicators and secondary indicators when fire jumping, smoke, explosion, odor and other phenomena are found. The first level indicators are universal and general indicators, and the second level indicators are representative indicators that reflect all aspects of cleaner production in pulp and paper enterprises and are easy to evaluate

considering the different production processes and technological processes of different types of pulp and paper enterprises, this evaluation index system has certain differences in the content of secondary indicators and the setting of evaluation benchmark and weight values according to the actual production characteristics of different types of enterprises, making it more targeted and operable

3. The evaluation benchmark value and weight value of cleaner production evaluation indexes in pulp and paper industry

in the quantitative evaluation indexes, the evaluation benchmark value of each index is the evaluation benchmark to measure whether the index meets the basic requirements of cleaner production. The basis for determining the evaluation benchmark value of each quantitative evaluation index in this evaluation index system is: where the country or industry has clear requirements for this index in relevant policies, plans and other documents, the value required by the country shall be implemented; Where the country or industry has no other clear requirements for this index, the index value of above the medium and upper level actually achieved by domestic key large and medium-sized pulp and paper enterprises in recent years will be selected

therefore, the evaluation benchmark value of this quantitative evaluation index system represents the average advanced level of cleaner production in the industry

in the qualitative evaluation index system, whether the index implements the relevant national policies and regulations is evaluated by "yes" or "no"

The weight value of cleaner production evaluation index reflects the proportion of this index in the whole cleaner production evaluation index system. In principle, it is determined according to the impact of this index on the actual benefits and level of cleaner production in pulp and paper enterprises and the difficulty of its implementation

4. The evaluation score calculation method of cleaner production evaluation index of pulp and paper enterprises

4.1 evaluation score calculation of quantitative evaluation index

the evaluation score of quantitative evaluation index of cleaner production of enterprises is calculated based on the actual value of each secondary index of the enterprise in the evaluation year (generally a production year is taken as an evaluation cycle, and synchronized with the production year), The total evaluation score of the quantitative evaluation index of the enterprise is obtained comprehensively. The secondary indicators of quantitative evaluation can be divided into two types according to their values: one is that the lower (smaller) the value of the indicator, the more it meets the requirements of cleaner production (such as the consumption of common fiber raw materials, water intake, comprehensive energy consumption, pollutant production and other indicators); The other is that the higher the value of this index is, the more it meets the requirements of cleaner production (such as water recycling rate, alkali recovery rate, comprehensive utilization rate of solid waste and other indicators). Therefore, different calculation modes are adopted for the assessment and scoring of secondary indicators according to their categories

4.1.1 calculation of single evaluation index for quantitative evaluation of secondary indicators

the higher (larger) the index value is, the more in line with the requirements of cleaner production. Its calculation formula is:

the normal value of the single evaluation index of each secondary index of this evaluation index system is generally about 1.0, but when its actual value is far less than (or far greater than) the evaluation benchmark value, the calculated Si value will be larger, and the calculation result will deviate from the reality, causing greater interference to the single evaluation index of other evaluation indexes. In order to eliminate this unreasonable influence, it should be corrected. The correction method is: when Si> k/m (where k is the weight value of the first level indicator of this type, and M is the number of items of the second level indicator actually participating in the assessment of the first level indicator of this type), take this si value as k/m

4.1.2 calculation of total score of quantitative evaluation

4.3.1 comprehensive evaluation index (P)

comprehensive evaluation index is a comprehensive index to describe and evaluate the overall level of cleaner production of the assessed enterprise in the assessment year. The difference of cleaner production comprehensive evaluation index between large and medium-sized pulp and paper enterprises in China can reflect the overall gap of cleaner production level among enterprises. The calculation formula of the comprehensive evaluation index is:
