in order to thoroughly implement the agricultural "machine replacement" demonstration project and guide the construction of "machine replacement" demonstration counties in agricultural leading industries, according to the opinions of the general office of Zhejiang Provincial People's Government on accelerating the promotion of "machine replacement" in the agricultural field (zhe Zheng Ban Fa [2016] No. 19) This evaluation method is formulated in the spirit of the notice of Zhejiang Provincial Department of agriculture on organizing the implementation of the agricultural "machine replacement" demonstration project (znzf [2016] No. 69)

I. evaluation object

demonstration counties (cities, districts) of "machine replacement" in agricultural leading industry

II. Evaluation scope

mechanization degree of major links in industries with large breeding scale or output value in grain and oil, vegetables, fruits, aquatic products, bamboo, flower seedlings, sericulture, traditional Chinese medicine and other species in the county. Generally, the top 5 industries in the scale or output value of County breeding are selected and included in the scope of local agricultural leading industries

III. evaluation index

the construction content package of "machine replacement" demonstration counties in rice industry basically covers all imported wood pulp types, including 5 major and 18 sub indicators, including equipment level, operation and application level, socialized service level, safety production level, support and guarantee level, and the construction content of other leading industry demonstration counties includes operation and application level, socialization 3 Lubricating oil: regularly lubricate the transmission parts (such as screws) of the machine every month (just choose ordinary lubricating oil). Service level, safety production level, support guarantee level and other 4 major and 11 minor indicators. Among them, the standard indicators of the rice industry are the comprehensive mechanization rate, high efficiency rate, mechanized drying rate of rice, mechanization rate of straw treatment, comprehensive service center of agricultural machinery and the construction of "safe agricultural machinery" when the farming is out of tolerance, and the standard indicators of other leading industries are the mechanization rate of main links and the construction of "safe agricultural machinery". The index items that meet the standard are one vote veto items. See Annex 1 for specific indicators

IV. evaluation methods

adopt the scoring system and the standard item index system. The total score is 105 points (including 5 additional points). The counties (cities, districts) with a total score of no less than 90 points and the standard item index can be rated as the "machine replacement" demonstration counties of agricultural leading industries. See Annex 2 for detailed scoring rules

v. evaluation procedures

refer to the evaluation procedures of demonstration counties in the evaluation measures for agricultural "machine replacement" demonstration counties, demonstration towns (parks), and demonstration bases (znzf [2017] No. 95). See Annexes 3 and 4 for the creation of evaluation forms
